About the project

Project overview

Developing nationally consistent training for dangerous goods (DG) drivers has been identified as a key priority in the 2025 Transport and Logistics Workforce Plan, following strong feedback from employers and industry associations.

Transporting dangerous goods—such as flammable liquids, corrosive chemicals, and toxic substances—is essential to many industries. However, it requires strict compliance with safety regulations to protect people, property, and the environment.

The National Transport Commission (NTC) is currently conducting a Comprehensive review of the Australian Dangerous Goods Code (ADG Code), which will include updated driver training requirements. Although the revised Code is not yet finalised, both industry and regulators have stressed the need to improve training and assessment practices now to raise safety standards and prepare for the changes ahead.

In response, the Competent Authorities Panel (CAP) has asked Industry Skills Australia (ISA) to review the Unit of Competency TLILIC0001 – Licence to transport dangerous goods by road, along with related training products.

The CAP has also formed a Mandatory Assessment Instrument (MAI) Working Group to examine current delivery and assessment of the licensing unit. Their goal is to identify what content should be added or removed to ensure training and assessment is relevant, meets regulatory requirements, and supports driver safety.

The final content for the licensing unit and associated training products will be determined collaboratively by the MAI Working Group and a Technical Committee established for this project.

What it means for industry

The outcomes of this project will help create a nationally consistent approach to training and assessing dangerous goods drivers, ensuring that drivers across Australia develop the knowledge and skills needed to transport hazardous substances safely and in line with regulatory requirements. By reviewing and updating the licensing unit and related training products, the project will strengthen the quality, relevance, and consistency of training delivery, providing industry with greater confidence that licensed drivers are prepared to manage the risks associated with transporting dangerous goods.

For industry, these improvements will support safer operations, reduce variability in training outcomes, and help businesses meet current and future regulatory expectations. Aligning training products with emerging changes to the Australian Dangerous Goods Code and incorporating input from regulators, employers, and technical experts will ensure the training remains contemporary, practical, and responsive to industry needs. Ultimately, the project will contribute to improved safety outcomes for workers, communities, and the environment, while supporting a skilled and compliant dangerous goods transport workforce nationwide.

  • 14 Units of Competency
  • 3 Skill Sets

This project will also:

  • update the TLI Companion Volume Implementation Guide.
  • produce a mapping document of changes
  • update any out-of-scope products affected by the changed training products.
  • deliver a webinar about the revised training products and planned future work.

How this will be achieved

Consultation Strategy

Industry Skills Australia (ISA) will engage with stakeholders throughout the life of the project and consider all ideas, opinions, and feedback to the revised training products to ensure they meet the needs of industry. A consultation log containing a high-level summary of all feedback and ISA’s response will be maintained and available on our website.

ISA will facilitate a webinar following endorsement of the training products to support stakeholders in understanding the changes and to provide advice on implementation.

Project Commencement

Technical Committee Established

Industry Skills Australia has established a Technical Committee (TC) for this project. Comprising 19 subject matter experts from industry, RTOs, regulators and industry bodies.

The first meeting of the Technical Committee was held on Wednesday, 8 October 2025.

Expressions of interest for this technical committee closed on 29 August 2025.

Work on this project has commenced and Industry Skills Australia (ISA) is forming a Technical Committee.

Draft Training Products

We are seeking your feedback on revised draft training products for dangerous goods drivers. A Technical Committee of subject matter experts updated the draft products following feedback from industry stakeholders. The review includes: 

  • Updating/merging the following units of competency: 
    • TLID0022 – Store and handle dangerous goods and hazardous substances (current code TLID0021) 
    • TLID0023 – Load and unload explosives/dangerous goods (current code TLID0014) 
    • TLID0024 – Identify and document explosives or dangerous goods (currently TLID3015 Identify and label explosives/dangerous goods) 
    • TLID0025 Apply requirements for the handling and transport of dangerous goods (merged TLID0018 Prepare for transport of dangerous goods and TLIF2012 Apply safe procedures when handling/transporting dangerous goods or explosives) 
    • TLID0027 – Load and unload Chemical and fuel tanker (currently TLIC0022 Operate Chemical and fuel tanker) 
    • TLID0028 – Load and unload gas tanker (currently TLIC0003 Operate LP gas tanker) 
    • TLIE0014 – Prepare and process transport documentation for dangerous goods (current code TLIE4025) 
    • TLIF0034 – Apply awareness of dangerous goods and hazardous materials requirements (current code TLIF3091) 
    • TLILIC0025 – Licence to transport dangerous goods by road (current code TLILIC0001) 
    • TLIO0009 – Plan and manage security procedures for transferring and transporting dangerous goods (current code TLIO5006) 
    • TLIP0020 – Implement, maintain and evaluate dangerous goods transport procedures within the workplace (current code TLIP4003) 
  • Proposing the following units that have had no enrolments in the last 4 years be deleted: 
    • TLIF3096 – Carry out emergency response to a dangerous goods incident 
    • TLIF4065 – Ensure compliance with Australian Dangerous Goods Code 
  • Updating the following existing Skill Sets and qualification to reflect amendments to units: 
    • TLISS00253 – Chemical Tanker Driver Skill Set (current code TLISS00214) 
    • TLISS00254 – Fuel Tanker Driver Skill Set (current code TLISS00218) 
    • TLISS00255 – Gas Tanker Driver Skill Set (current code TLISS00219) 
    • TLI40126 Certificate IV in Driving Operations (current code TLI40121).

Draft Training Products

Existing training products related to the handling and transport of dangerous goods have been reviewed and updated to reflect current industry needs and regulatory requirements. Industry Skills Australia would like your feedback on the draft products.

Why This Matters

Transporting dangerous goods, such as flammable liquids, corrosive chemicals, explosives and toxic substances, is essential to many industries. However, it requires strict compliance with safety regulations to protect people, property, and the environment.

TLID0021 – Store and handle dangerous goods and hazardous substances
TLID0014 – Load and unload explosives/dangerous goods
TLID3015 – Identify and label explosives/dangerous goods
TLIE4025 – Prepare and process transport documentation for dangerous goods
TLIF3091 – Apply awareness of dangerous goods and hazardous materials requirements
TLIP4003 – Implement, maintain and evaluate dangerous goods transport procedures within the workplace
TLIO5006 – Plan and manage security procedures for transferring and transporting dangerous goods
Merging the following two existing units of competency into one with the title: Apply requirements for the handling and transport of dangerous goods:

Proposing the following units that have had no enrolments in the last 4 years be deleted:
