Skills Ministers have endorsed updates to the Certificate II in Transport Security Protection. The changes support improved training outcomes and mobility for security screening officers across aviation, maritime, and air cargo sectors.
Security Screening Officers play a vital role in ensuring the safety of passengers and the security of cargo. The Department of Home Affairs (DoHA) as the security regulator for the aviation, maritime, and air cargo sectors, set the training and qualification requirements for screening officers. It is a regulatory requirement for security screeners to hold the Certificate II in Transport Security Protection.
The qualification is for roles requiring skills to operate effectively in a broad range of transport security screening roles, including:
- Air Cargo Examination Officer
- Airport Screening Officer
- Maritime Screening Officer.
Units of Competency in the qualification cover the skills required by Transport Security Screening Officers to perform functions such as controlling access to security sensitive areas, undertaking physical searches, and identifying and managing weapons, explosives and prohibited items.
The products were developed by a Technical Committee of subject matter experts, in consultation with industry stakeholders and DoHA, to ensure the revised qualification supports compliance with regulatory requirements, as well as reflecting the latest technologies.
ISA will be conducting a webinar for stakeholders to explain the changes and provide advice on implementation.
The following training products have been reviewed and updated:
- Certificate II in Transport Security Protection
- 4 associated Skill Sets
- 15 associated Units of Competency.
The following training products have been removed:
- AVIO0008 Establish and maintain secure areas
- AVISS00077 International Airport Screening Officer Skill Set
- AVISS00079 3D Computed Tomography (CT) X-ray Scanning Skill Set.
This qualification contains one not for public access (NFPA) restricted Unit of Competency, AVIG0006 Work Effectively in transport security environment. Content of NFPA units of competency is not published on the National Register. Access to this unit of competency is critical to security screening operations. What does this mean for industry?
The revised qualification provides for workforce development of transport security protection workers in specific sectors. The structure of the updated qualification will streamline and enhance delivery of the qualification, leading to increased efficiency and lower training costs for employers.
What does this mean for Registered Training Organisations?
RTOs are now able to tailor training and assessment strategies to meet the needs of employers and security screening workers in specific industry sectors.
The revised training products are included in Aviation Training Package Release 11.0. Registered Training Organisations (RTOs) will need to update their training and assessment resources to reflect the revised training package products and new codes.
To support the delivery and implementation of the revised training products, the Companion Volume Implementation Guide (CVIG) has been updated to assist assessors, trainers, RTOs and enterprises. The CVIG contains comprehensive list of all products in the Training Package; including mapping information which details the changes that have been made to the training products; implementation advice, and useful links to other information.
