This project will design, test and embed a Training Outcomes Monitoring Framework, dashboard and continuous improvement tool to track learner, employer, RTO and training product outcomes. The framework will strengthen evidence-based decision-making and improve the quality, relevance and responsiveness of vocational education and training.

About the project

Project overview

Australia’s transport supply chain industries need a responsive training system that keeps pace with evolving technologies, workforce requirements and employer expectations. However, fragmented information about learner outcomes, employer satisfaction, RTO best practice and training product performance makes it difficult to identify skills gaps, low-uptake qualifications and areas requiring improvement. 

Industry Skills Australia will address this challenge by developing a Training Outcomes Monitoring Framework, dashboard and continuous improvement tool. Drawing on national data, stakeholder feedback and industry intelligence, the project will establish an ongoing evidence base to assess training outcomes and improve the quality, relevance and responsiveness of training.

What it means for industry

This project will strengthen the capacity of Industry Skills Australia to assess whether nationally recognised training and its delivery are meeting the needs of learners, employers, RTOs and Australia’s transport supply chain workforce. It will establish an ongoing evidence base to support timely, targeted improvements to training products, delivery and promotion.

What will be delivered

The project will address current monitoring gaps by: 

  • Establishing a practical and sustainable Training Outcomes Monitoring Framework that embeds monitoring into business-as-usual operations. 
  • Developing a Training Outcomes Dashboard that brings together learner outcomes, employer recruitment insights and training product performance. 
  • Improving visibility of learner employment, further study and satisfaction outcomes. 
  • Assessing employer views on graduate work-readiness and the relevance of training to workforce needs. 
  • Identifying low or zero-enrolment training products, best practice training and opportunities to improve or promote training products. 
  • Developing continuous improvement tools to track training product responsiveness, qualification reform and stakeholder feedback. 
  • Using the resulting evidence to inform future training product development, implementation, promotion and engagement activities. 

How this will be achieved

The project will be delivered through: 

  • Analysis of national learner, enrolment, completion, employment and employer recruitment data to establish baseline measures and identify trends, risks and improvement opportunities. 
  • Development and testing of outcome indicators, data collection methods, reporting processes and data refresh protocols. 
  • Design of a Training Outcomes Dashboard and continuous improvement tool to monitor learner and employer outcomes, training product uptake and responsiveness. 
  • Development of learner, employer and RTO case studies to identify successful outcomes and examples of promising practice. 
  • Establishment of governance arrangements, roles, escalation pathways and continuous improvement processes to embed training outcomes monitoring into Industry Skills Australia’s business-as-usual operations. 

The findings will be used to inform training product development, implementation, promotion and stakeholder engagement, ensuring improvement activities are targeted to demonstrated industry and learner needs.
