About the project

Project overview

This project responds to ongoing workforce shortages and strong industry demand for a short, nationally recognised program to improve job readiness, support recruitment, and provide a pathway into traineeships and vocational qualifications. Entry-level roles in warehousing often require foundational skills in inventory handling, safety compliance, and basic operational processes.

Warehousing is a growing component of Australia’s supply chain, driven by expanding online retail, rising freight volumes, and increasing adoption of automation and digital systems. Employers report persistent vacancies and skills gaps in roles such as pick‑packers and forklift operators.

What it means for industry

The new Pre-Vocational Supply Chain Operations Skill Set (Warehousing)  will provide industry with a nationally recognised entry-level pathway that helps attract, prepare, and recruit job-ready candidates into warehousing and logistics roles. By equipping learners with essential foundation skills and practical knowledge, the new Supply Chain Operations (Warehousing) Skill Set will improve workforce readiness, support employers to fill entry-level positions more effectively, and strengthen talent pipelines across the transport and supply chain sectors.

The Skill Set will also support career promotion and workforce development by creating clear pathways into traineeships and further vocational qualifications. This will help industry build a larger pool of skilled workers, improve employment opportunities for job seekers, and contribute to a more sustainable and capable workforce that can meet current and future operational demands.

What will be delivered

This project will also:

  • update the TLI Companion Volume Implementation Guide
  • produce a mapping document stating changes made if required
  • produce marketing materials that explain the new Skill Set to employers
  • identify stakeholders to participate in and/or support a potential pilot program to trial the Skill Set

How this will be achieved

To ensure the program reflects real workplace needs, ISA is establishing a Technical Committee of subject matter experts to help shape a Skill Set that strengthens workforce capability now and into the future.

ISA will engage with stakeholders throughout the life of the project and consider all ideas, opinions, and feedback to the revised training products to ensure they meet the needs of industry. A consultation log containing a high-level summary of all feedback and ISA’s response will be maintained and available on our website.

ISA will facilitate a webinar following endorsement of the training product(s) to support stakeholders in understanding the changes and how they will affect them.

Project Commencement

Technical Commitee Established

Industry Skills Australia has established a Technical Committee (TC) for this project. Comprising 12 subject matter experts from industry, RTOs and State and territories representatives, the committee will help shape a Skill Set that strengthens workforce capability now and into the future.

The first meeting of the Technical Committee is scheduled for 25 June 2026.

DRAFT TRAINING PRODUCTS

New draft training products have been developed which cover the foundational knowledge and practical skills required for entry level roles in warehousing and logistics. Industry Skills Australia would like your feedback on the products. Developed by a Technical Committee of subject matter experts, the new products listed below will support employers in attracting new and young workers into the sector.
