Introducing New Marine Order 505 Trainer and Assessor Materials to Support Maritime RTOs
Industry Skills Australia (ISA) has successfully delivered a suite of trainer and assessor resources to support maritime Registered Training Organisations (RTOs) in implementing training products aligned with Marine Order 505 (Certificates of Competency – National Law).
Developed in collaboration with a Community of Practice of industry stakeholders and subject matter experts, these resources help RTOs confidently transition to updated qualifications and units of competency for Near Coastal maritime roles. The project supports improved training consistency, enhanced safety outcomes, and clearer career pathways across the maritime industry.

Project Background
The Maritime Industry 2025 Workforce Plan identified skilled workforce shortages as a key challenge for Australia’s maritime sector and highlighted the need to strengthen trainer and assessor capability in response to regulatory change.
Marine Order 505, which governs Certificates of Competency under the Marine Safety (Domestic Commercial Vessel) National Law Act 2012, came into effect on 1 January 2023. The changes introduced new licensing requirements, including:
To support these changes, ISA revised the Maritime Training Package to align with Marine Order 505 and International Maritime Organization (IMO) requirements. The Marine Order 505 Implementation Project was established to help RTOs transition to the updated training products endorsed by Skills Ministers on 14 November 2024.
The project provides maritime RTOs with practical resources, guidance and learning materials to support the implementation of updated training and licensing requirements.
By improving access to quality training and assessment resources, the project supports the delivery of consistent competency standards, strengthens workforce capability, and contributes to a safer and more future-ready maritime industry.
