Ground Operations Skills Analysis

This project was undertaken to address growing industry concerns about inconsistent training, unclear career pathways and misalignment between existing qualifications and the evolving demands of ground operations roles, driven by technological change and increasing operational complexity. The analysis confirmed that fragmented training standards and gaps in critical non‑technical skills are impacting workforce capability and safety, highlighting the need for more consistent, industry-aligned qualifications to support a future-ready and sustainable workforce.

Project overview

The Ground Operations Skills Gap Analysis project has now been completed, providing a comprehensive examination of workforce capability and training practices across Australia’s airport ground operations sector. The project responded to increasing concerns about workforce readiness in a complex, safety-critical environment, shaped by rapid technological change, high turnover, and growing operational demands.  

The analysis identified that the most significant workforce challenges are not purely technical, but systemic, particularly relating to inconsistent training standards, gaps in nontechnical skills (such as situational awareness and communication), and misalignment between formal qualifications and real-world operational requirements.

Workforce Challenge and Opportunity

This project addressed several key current and emerging challenges facing the aviation ground operations workforce: 

  • Fragmented and inconsistent training across organisations, leading to varying standards and safety outcomes.  
  • Critical nontechnical skill gaps, particularly in human factors, decision-making under pressure, communication and situational awareness.  
  • Workforce pressures, including high turnover, increasing inexperience, fatigue and expanding role expectations.  
  • Limited career pathway visibility, impacting attraction and retention of talent.  
  • Technological transformation, requiring greater digital literacy, adaptability and continuous upskilling.

At the same time, these challenges present a significant opportunity to modernise training systems, strengthen workforce capability, and build a more integrated and future-ready aviation workforce.

What Has Been Delivered

The project delivered a detailed, industry-informed analysis, drawing on stakeholder consultations, training product reviews, and insights from industry forums. Key outputs include: 

  • A comprehensive assessment of workforce capability gaps across ground operations roles 
  • Analysis of current training models and qualification frameworks 
  • A structured gap analysis highlighting misalignment between training and operational practice 
  • A set of targeted, system-level recommendations to improve training relevance and consistency 

This work provides an evidence-based foundation to inform future training product development, workforce planning and policy decisions across the aviation sector.  

Key Findings and Recommendations 

The project confirmed that the central challenge is not the availability of training, but its effectiveness, consistency and alignment with operational reality 

Key findings include: 

  • Training approaches are organisation-specific and fragmented, limiting skill transferability 
  • Human factors and nontechnical skills are critical to safety but not consistently embedded 
  • There is a disconnect between qualifications and day-to-day work practices 
  • Training systems are not keeping pace with emerging technologies and evolving roles 

To address these issues, the project recommends: 

  • Review and modernise core qualifications to better reflect current operations and emerging skills 
  • Rationalise and align training across aviation sectors to improve consistency and pathways 
  • Streamline units of competency, removing duplication and outdated content 
  • Close training content gaps, including emerging operational and safety-critical areas 
  • Improve career awareness and pathway visibility to support attraction and retention 

These recommendations aim to strengthen workforce capability, improve safety outcomes, and support a more cohesive and future-ready training system.  

Next Steps 

Building on the findings of this project, the following next steps will be undertaken: 

  • Progressing a targeted review and update of aviation training products 
  • Engaging industry stakeholders to support implementation of recommended changes 
  • Supporting initiatives to improve career awareness and workforce pathways 

These actions will ensure the sector is well positioned to meet future workforce challenges and maintain high standards of safety and operational performance.
