Fatigue Management Training Product Update

This project will update fatigue management training products to align with upcoming changes to Heavy Vehicle National Law.

About the project

Project overview

A recent review of the HVNL by the National Transport Commission (NTC) has resulted in the HVNL Amendment Bill 2025 and the Heavy Vehicle National Amendment Regulations 2025. The amended act and regulations, commencing mid-2026, introduce revised fatigue management requirements designed to improve safety, productivity, and regulatory efficiency while simplifying administrative processes.

Implementation of the new regulations will be led by the National Heavy Vehicle Regulator (NHVR), ensuring they are practical, clearly communicated, and consistently applied to enhance safety for all road users. More information about implementation can be found on the NHVR website.

In response to a request from the NHVR, ISA will update the following Units of Competency to reflect the amended fatigue requirements:

  • TLIF0005 – Apply a Fatigue Risk Management System
  • TLIF0006 – Administer a Fatigue Risk Management System

In addition to the unit updates, ISA will also develop learning and assessment resources to support the consistent delivery of these units.

This project will ensure fatigue management training remains aligned with upcoming changes to the Heavy Vehicle National Law (HVNL), helping industry prepare for the new regulatory requirements commencing in 2026. By updating key fatigue management units and developing supporting learning and assessment resources, the project will provide operators, drivers, and trainers with clear, nationally consistent training that supports compliance, improves safety outcomes, and promotes effective fatigue risk management across the heavy vehicle industry.

What will be delivered

This project will review:

  • 2 Units of Competency

This project will also:

  • develop learning and assessment resources for the two units
  • update the TLI Companion Volume Implementation Guide.
  • produce a mapping document of changes
  • update any out-of-scope products affected by the changed training products.
  • deliver a webinar to support implementation of the revised training products and resources.

How this will be achieved

To guide this work, a Technical Committee of subject matter experts will be established.

Industry Skills Australia (ISA) will engage with stakeholders throughout the life of the project and consider all ideas, opinions, and feedback to the revised training products to ensure they meet the needs of NHVR, industry and RTOs. A consultation log containing a high-level summary of all feedback and ISA’s response will be maintained and available on our website.

ISA will facilitate a webinar following endorsement of the training products to support stakeholders in understanding the changes and to provide advice on implementation.

Project Commencement

Technical Committee Established

Industry Skills Australia has established a Technical Committee (TC) for this project. The Committee comprises 21 subject matter experts from Industry, RTOs, regulators and Peak Bodies. 

The Technical Committee will hold its first introductory meeting on 24 March 2026.

Draft Training Products

Existing training products related to fatigue management compliance have been reviewed and updated to reflect changes to Heavy Vehicle National Law (HVNL). Industry Skills Australia (ISA) would like your feedback on the draft products.

Why This Matters

Updating qualifications the units appear in

One of the two units appear as a General Elective in the following Qualifications and Skill Set. A minor update (qualification codes will not change) of these qualifications will be completed as part of Release 17.0 of the TLI Training Package.

  • TLI21221 Certificate II in Driving Operations (contains TLIF0030)
  • TLI30325 Certificate III in Supply Chain Operations (contains TLIF0031)
  • TLI31222 Certificate III in Driving Operations (contains TLIF0030)
  • TLI40521 Certificate IV in Traffic Control Room Operations (contains TLIF0031)
  • TLI50224 Diploma of Logistics (contains TLIF0031)
  • TLISS00233 Heavy Vehicle Driver Training Skill Set (contains TLIF0030)

Both of the units appear as a General Elective in TLI40122 Certificate IV in Specialist Driving Operations. The units will be updated when this qualification is updated in Release 18.0 of the TLI Training Package later in 2026 as part of the Dangerous Goods Driver training project.

One of the two units appear as a Specialist Elective in the following Qualifications. A major update (qualification codes need to change) of qualifications is required to update a Specialist Elective group so these qualifications will be included in consultation for Release 19.0 of the TLI Training Package which will occur early in 2027 as part of the Skilling Heavy Vehicle Drivers and Licensing Update project.

  • TLI41225 Certificate IV in Motor Vehicle Driver Training (contains TLIF0030)
  • TLI40324 Certificate IV in Supply Chain Operations (contains TLIF0031)

Finalisation and submission

Submission

Industry Skills Australia has submitted the final draft training products for the Release 17.0 of the Transport and Logistics Training Package which includes Fatigue Management Training Products. 

The revised products include: 

  • TLIF0030 Apply a Fatigue Risk Management System 
  • TLIF0031 Administer a Fatigue Risk Management System 

To avoid multiple updates to Qualifications and Skill Sets that include these units, and will also be impacted by other projects, they will be updated across multiple releases of the TLI Training Package: 

Release 17.0 minor updates (qualification and skill set codes won’t change): 

  • TLI21221 Certificate II in Driving Operations 
  • TLI30325 Certificate III in Supply Chain Operations 
  • TLI31222 Certificate III in Driving Operations
