Project Completion

Skills Ministers have endorsed updates to the Diploma of Aviation (Flight Instructor), which has been aligned with contemporary flight instruction practices and Civil Aviation Safety Authority (CASA) regulatory requirements.

Initiated by Industry Skills Australia (ISA) in consultation with key stakeholders, the project responded to industry concerns about instructor shortages.

The review redeveloped the AVI50419 Diploma of Aviation (Flight Instructor), removing outdated and duplicated training content and aligning the qualification more closely with Civil Aviation Safety Authority (CASA) Part 61 licensing requirements. The updated qualification better reflects the skills, knowledge and instructional capabilities required of today’s flight instructors while providing a more practical pathway into the profession.

As part of the redevelopment, training products were updated to meet the 2025 Standards for RTOs and revised to improve clarity, readability and compliance.

Skills Ministers endorsed the revised Aviation Training Package (Release 12.0) on 12 October 2026.

What was delivered

A Technical Committee of subject matter experts, in consultation with industry stakeholders, updated the following training products:

Diploma of Aviation Flight Instructor

6 aviation units of competency

3 skill sets.

The project also developed:

Updates to the Aviation Companion Volume Implementation Guide (CVIG)

A mapping document outlining changes between superseded and revised products

Updates to impacted training products across the Aviation Training Package.

The products were developed by a Technical Committee of subject matter experts, in consultation with industry stakeholders to ensure the training products reflect current industry practices, regulatory requirements and workforce needs.

The endorsed Training Package products are now available on training.gov.au National Training Register – AVI Aviation Training Package.

What does this mean for industry

The revised qualification provides a more streamlined pathway for pilots seeking to become flight instructors while maintaining the high standards required by the aviation industry.

What does this mean for Registered Training Organisations?

Registered Training Organisations (RTOs) delivering aviation training will need to update their training and assessment resources to align with the revised qualification and associated training products.

The revised products introduce new codes and remove obsolete, superseded and duplicated content, supporting more efficient training delivery.

To support implementation, the updated CVIG provides:

Mapping information detailing changes to qualifications, skill sets and units

Implementation guidance for trainers, assessors and RTOs

Information on training package products.

These resources are designed to support a smooth transition to the revised training products.
