Skills Ministers endorsed the revised Transport and Logistics Training Package on 3 July 2024, following the update of the following Chain of Responsibility training products to align with current industry practices, National Heavy Vehicle Regulator (NHVR) requirements and the Heavy Vehicle National Law (HVNL).

The revisions strengthened guidance on legal obligations and transport safety responsibilities, including record keeping, work diaries, access requirements, permits, mass concessions, vehicle safety systems and Chain of Responsibility awareness. The updates help transport businesses, executives and workers understand and meet their obligations under the HVNL.

11 qualifications that include the two Units of Competency were also updated.

Why this matters

What did this mean for industry?

The updated training products provide a contemporary training framework that supports compliance with the Heavy Vehicle National Law. They strengthen industry capability by ensuring workers, supervisors and executives understand their Chain of Responsibility obligations and can apply them in day-to-day operations.

The revised units also direct users to relevant tools and resources that support safe, lawful and compliant transport activities across a range of roles within the transport and logistics sector.

What did this mean for Registered Training Organisations?

To support implementation, the Companion Volume Implementation Guide (CVIG) was updated with mapping information, implementation advice and links to supporting resources. This guidance assisted trainers, assessors, RTOs and enterprises in transitioning to and delivering the revised training products.
