Fatigue Management Training Product Update

This project will update fatigue management training products within the TLI Training Package to align with the Heavy Vehicle National Law (HVNL) Amendment Bill 2025 and Heavy Vehicle National Amendment Regulations 2025. The project includes updating two Units of Competency, developing supporting learning and assessment resources, and providing implementation guidance for industry, regulators and RTOs.

Project overview

A recent review of the Heavy Vehicle National Law (HVNL) by the National Transport Commission resulted in the HVNL Amendment Bill 2025 and the Heavy Vehicle National Amendment Regulations 2025.

The amended legislation introduces revised fatigue management requirements designed to improve safety, productivity and regulatory efficiency while simplifying administrative processes. The new regulations will commence in mid-2026 and be implemented by the National Heavy Vehicle Regulator (NHVR).

In response to a request from the NHVR, Industry Skills Australia is updating fatigue management training products to ensure alignment with the revised regulatory requirements.

The revised HVNL fatigue management framework introduces significant changes to compliance obligations and risk management practices across the heavy vehicle industry.

Updating training products and supporting resources will ensure workers, managers, registered training organisations and industry stakeholders have access to current training materials that accurately reflect the new legislation and support consistent implementation across Australia.

What the project will do

Industry Skills Australia will review and update fatigue management units of competency and develop supporting learning and assessment resources to align with the amended Heavy Vehicle National Law and associated regulations.

The project will be guided by a Technical Committee comprising subject matter experts from industry, regulators, training organisations and peak bodies to ensure the revised products meet the needs of industry and support effective implementation.

Outcomes

What this project will deliver

1 Review and update two Units of Competency: TLIF0030 Apply a Fatigue Risk Management System (currently TLIF0005) TLIF0031 Administer a Fatigue Risk Management System (currently TLIF0006)

2 Develop learning and assessment resources for both units.

3 Update the TLI Companion Volume Implementation Guide (CVIG).

4 Produce a mapping document outlining all changes.

5 Update out-of-scope training products affected by the revised units.

6 Support implementation through stakeholder consultation and engagement.

7 Deliver an implementation webinar following endorsement of the training products and resources.
